    The Philippine Country is now the fast capitalizing on being among the world’s destinations for global outsourcing and off-shoring business, industry stake holders are encouraged to continue to taking advantage of the vast European market.  The Philippine outsourcing companies should turn their attention to a European customers to develop their markets.

    In the first half of 2010,  reducing outsourcing activity in the United Kingdom and Germany has caused an overall decline from the same period last year.  The Nordics accounted for almost 17 percent of global total contract value or TCV in the first half of 2010.  In these traditionally strong markets, the impact of the decline was offset in somewhat by a number of a large contract signings in the Nordic region and France. According to the latest figures published by data and advisory firm TPI in their Q2 2010Index, in Europe, Middle Est and Africa, the commercial outsourcing market has to exhibits signs of recovery following the sharp downturn in demand in mid-2008.

    The Philippines is still unable to fully maximize the outsourcing market which is currently being enjoyed by India, this is based to the European Chamber of Commerce and Industry in the Philippines.  The India  is doing well in marketing itself as a growth location for European investors.  However, the Philippines has a huge potential to even grab a bigger share. He also said that the Europe is aggressively looking at opportunities from emerging countries in the east, the Philippines has now the time to explore Europe since it is also the largest business process outsourcing market.

    The industries in Europe that can be outsourced to the Philippines are Graphic and Web design, Information Technology and IT-enabled services, global outsourcing like procurement, Human Resource administration and back-office services like financial and accounting services, this are among the industries in Europe that can be outsourced to the Philippines.  For waging a more aggressive campaign when penetrating the foreign market, the lack of knowledge in understanding the European culture needs.

    The typhoon Ester has finally arrived in the Philippine area of responsibility. It has an international code name of Dianmu.  Ester is the fifth cyclone to enter the Philippines this 2010. One life lost because of the typhoon Ester. Fifteen more passengers were reported missing and almost 200 families from Bulacan were evacuated as precautionary measures against flooding.  The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) put ten areas under Public Storm Signal number 1. These are the Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, Ilocos Sur, Northern Isabela, Batanes, Babuyan Island and Calayan Island.  Typhoon Ester did not affect the country that much compared to the previous Typhoons that comes in the Philippine area of responsicility. there were less casualties and less damages.  There were lots of delayed domestic and international Flights because of the heavy rains that the typhoon Ester brought. Finally it leaves our country. It exits toward Japan.

    Typhoon Feria is one of the destructive tropical storm that hit the Philippines. According to Philippine Atmospheric, Geophysical and Astronomical Services Administration PAGASA, it will hit the Metro Manila and it will pass through Region-4A in southern Luzon or also known as calabarzon.  National Disaster Coordinating Council (NDCC) stated that almost 4,730 passengers are stranded in several ports and stations in the country and almost 22 domestic flights were cancelled because of the typhoon Feria. Tropical storm Feria left almost  251 people in Eastern Visayas homeless. Because of the heavy rain that typhoon Feria brought, it left a waist-deep floodwater in some part of the Bohol province.  Ten persons were missing. Due to typhoon Feria, there was a huge number of stranded vehicles around the country. These were 47 trucks, 49 cars, 502 rolling cargoes, 126 vessels, 131 motor bancas and 18 vessels in 24 ports.  Almost five persons lost their lives because of this tropical storm.  There were fishermen in Quezon and a man who drowned in Bantayan Island.

    Typhoon Frank or typhoon Fengshen is a threat in the Philippines this is reported last June 20. The Philippine Atmospheric Geophysical and Astronomical Services Authority (PAGASA)., they issued that the “Public Storm Warning Signal #3 for various parts of Luzon and Visayas as well as Storm Warning Signals 1 & 2 for some parts of Mindanao (specially around the Surigao area). Gradually over the next few days these storm warnings were scaled back as Typhoon Fengshen (Frank) moved through the country.” Typhoon Frank was a strong typhoon it has a heavy rains and a strong winds that flooded and devastated to the entire Panay Island it includes the Province and the City of Iloilo. The first day of Typhoon Frank the places there is almost flooded the people was stranded and also the vehicle. The Barangay Sambag and Dungon in Jaro Iloilo, the highway was flooded up to a meter deep in some area of highway.  When you see the places in Iloilo you will think that this is a big disaster that comes in there places. In every disaster that hits the country, no one else can stop.

    Tropical disturbance Agaton has an international name of Omais. This is the first typhoon to visit the Philippine area of responsibility. But according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), this typhoon will not make any significant impact at any part of the country. Typhoon Agaton was spotted 1,000 kilometers east of Catarman, Northern Samar with maximum sustained winds of 55 kilometers per hour and it is moving northwest at 26 kilometers per hour. PAGASA has not raised any public storm signal at any region in the country because it is likely to bring heavy rains but there are chances of isolated rainshowers and thunderstorm.  This typhoon caused just a minimal damage to infrastructure and agriculture sectors and it has left no victims. Typhoon Agaton was considered to be the “most welcome” storm as the country had been badly hit by drought due to  El Niño.  Farmers in the different part of the country have been raising their hopes that the typhoon Agaton will dump enough rain water in their farmlands.

    In the Philippines’ Business Process Outsourcing Industry is seen to be active this year, event though it is yet to experience the impact of President Obama’s incentive reduction policy on US firms outsourcing their jobs overseas.  They are still uncertain of what or how much the impact would be if such effort by the US government is implemented, this is according to the report by The Manila Times, Commission on Information and Communications Technology Commissioner Monchito Ibrahim stated.

    In the State of the Union address, President Barack Obama mentioned that it was a time to cut the tax breaks from the firms that send their jobs offshore in order to encourage more jobs in the US and for the businesses to remain within their borders.  The industry should not be alarmed by the announcement of Obama,, this is said by the Business Processing Association of the Philippines.  The BPAP’s Executive Director Martin Antonio Crisostomo was quoted by the Times as saying that they believe that it would not have an impact on the outsourcing industry in the Philippines.  The cost effectiveness of outsourcing in the Philippines could not be outweighed by the incentives provided by the US government. The 80 percent of the accounts of Business Process Outsourcing firm in the country are from the US.

    From its impact, the global financial crisis has spared few countries or business sectors however some countries and sectors have found themselves in a much better position to not only weather the storm but to better position themselves for the coming rebound.  For instance, the Philippines and its outsourcing sector and two recent studies show just how the country’s outsourcing industry is not only surviving but it also prospering.     The crisis gives the country’s outsourcing sector, the opportunity to change negative perceptions about Business Process Outsourcing or call center related work and to present an image to potential employees that the outsourcing industry provides a globally oriented career path.  The crisis is giving the Philippines an opportunity to address any longstanding barriers to growth and grab a bigger share of the outsourcing pie.

    In the Philippines, the Business Processing Association of the Philippines or BPAP unveiled new programs aimed at boosting the local outsourcing industry’s strengths.  The BPAP Chief Executive Officer Oscar Sanez said that the group is focusing on several areas,  this is in presenting the plans during the e-service 2009 conference.  They see as crucial of the industry wants to move forward.  The BPAP has been working with organizations like the Technical Education and skills Development Authority or TESDA  and schools to develop the local talent.   The crucial things that the industry move forward is the language skills, competency assessment, scholarship programs and leadership training.

    The organization plans to grow partner schools offering Advance English Proficiency Training (ADEPT).  THe organization has collaborated with about 10 schools.  The goal is to grow up to 110 schools and train over 5,000 students.  They want to have 1000 partner schools offering Advance English Proficiency Training, this is their goal.  The BPAP plans to launch a national competency assessment,  this is the certification program for applicants to business process outsourcing companies.  The program will integrated into a school that plan to create their own business process outsourcing.

    According to BPAP the additional budget worth P350 million will also be used for the joint BPAP and TESDA project.  The PGS started in 2008 with an operating budget of P260 million, base on BPAP over 40,000 certificates were issued and over 60 percent of near-hires who underwent the training were hired in the program.  To implement its new Training for Offshoring and Outsourcing Leadership program is the BPAP plans that intends to create more managers for BPO firms.

    With the Ateneo De Manila Graduate School of Business and the De La Salle Graduate School of Business for Tool, adding the program aims to produce 150 managers by the end of 2009.  The commission and Information Communications Technology presented the governments “next wave cities program, which the identities outsourcing locations outsourcing locations outside of Metro Manila and other metropolitan areas like Cebu.

    Typhoon Santi hits the Philippines, this typhoon is described as a monster typhoon.  It hits the All Saints Day.  This is the fourth typhoon to bash the Philippines in just over a month.  It was a punch in the country because of the peak winds of 150 kilometer per hour up to 185 kilometer per hour.  According to Prisco Nilo the director of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). , “We have a 30-percent probability the typhoon might pass Metro Manila”  he also added that “It would be better not to travel to the provinces because you might get stranded”.  According to the Philippines Atmospheric Geophysical and Astronomical Service Authority (PAGASA) that Santi  at 580 km east northeast of Infanta, Quezon, moving west southwest at 22 kph. It was expected to smash into Quezon. Nilo said There is a possibility this typhoon would strengthen since it still has time before it hits land. The strength would be enough to cause some damage. If there is a typhoon we can not stop to destroy some agricultural business. Typhoon brings lot of rain and strong air.  Then we should be alert for every calamities that the country faces.

    Typhoon Santi has an international codename of Mirinae. It enters in the Philippine area of responsibility. This i sthe fourth tropical cyclones that hit the Philippines. According to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the typhoon has a maximum winds of 140 kilometers per hour and gustiness of up to 170 kph. It is moving west at 24 kilometer per hour in the direction of central and northern Luzon. PAGASA spotted the eye of the typhoon about 230 kilometer of Metro Manila. The heavy rains that dumped by the typhoon Santi have trigger flooding in some parts of the country. it is reported that at least 15 villages and districts in Metro Manila are submerged because of the rains brought by the typhoon Santi. 12 people lost their lives because of the extreme cold in the Eastern region of Bicol. Some victims are drowned. An estimated number of 115,000 people were evacuated before the storm came, the National Disasters Coordinating Council said.
