The Philippine became most attractive for offshore-business activities, management consulting firm A.T Kearney bared. But, its Global Services Location Index for the year 2011 avoided citing specific reasons for the drop. In general, the fallout from the financial crisis shook up the rankings as once-expensive countries moved up. The Philippines was at the 7th place in the firm’s 2009 ranking, now held by Thailand which also dropped three rungs. The Philippines ninth place in the current ranking was previously assigned to Jordan, which plunged 13 rungs to 22.
Chicago, Illinois-based A.T. Kearney said that while a sluggish recovery continues to create the kind of pressure for economies that drive business outsourcing, an increasingly complex global economic environment has led o major changes in the ranking of the most attractive offshoring destinations.
China, India and Malaysia stays in the top three spots with the positions that they’ve occupied since the inaugural Global Services Location Index in 2003. The Kearney cited a combination of human resources and low cost as a reason for the consistent ranking. The Vietnam rising two notches at eight place, it has overtaken the Philippines while the Chile dropped to the 10th place, having the dropped also two rungs in the ranking.
The Vietnam was given strong scores in terms of financial attractiveness, people skills and availability and business environment for a total score of 5.69 which is just 0.04 point ahead of the Philippines overall score of 5.65. India was given a total score of 8.17. A.T Kearney gave more weight to financial attractiveness, citing that the financial factors constitute 40% of the total weight in the index because cost advantage is typically the primary behind location decisions. The consulting firm stated financial attractiveness included costs in compensation of employees, rent and other infrastructure-related elements and tax strain and other regulations as well as of corruption.

The Typhoon Sendong continued to intensify as it moves to its new target Palawan. It is said that the typhoon Sendong hopefully the last weather disturbance in the country 2011 crossed the Mindanao. In the latest weather bulletin from the Philippines Atmospheric Geophysical and Astronomical Services Administration or PAGASA, it was the last tracked at 180 kilometers West of Dumaguete City with the maximum winds of 75 kilometers per hour, The typhoon Sendong is moving West NorthWest at 30 kph. It is stated that the signal number 2 is hosted over Palawan, Southern Negros and Zamboanga Del Norte while the signal number 1 is raised over Southern Cebu, Siquijor and Northern Negros, Zamboanga Del Sur, Misamis Occidental and Cuyo Island.
Typhoon Sendong hit a portion of the Philippines that does not see tropical storms and typhoon very often. The Mindanao is thus hit only about once every twelve years by a significant tropical storms or typhoon.
There is a rumors that the legal logging is the cause of the flash flood in the Philippines. President Benigno Aquino ordered an investigation into a flash floods and landslides that sent a mud and logs crashing down on the residents killing about 1,000 people on a Southern Island. The typhoon Sendong left 957 death and 49 missing people on Mindanao according to the National disaster agency. Most of the casualties were in the cities of Cagayan de Oro and Illigan and tens of thousands remain homeless. The disaster agency said that it is more than 338,000 people in 13 provinces were affected by the disaster with nearly 43,000 still in schools, churches and gymnasium more than 10 thousands houses were damaged by the typhoon and the flashflood of which is nearly a third were ruined. Most of the schools, roads and bridges also badly damaged. There are more than 15 million pesos or $340,000 worth of crops, it is mostly rice and corn were damaged. Although the Agriculture Department said that losses were minimal as the crops were in the early planting stage.
All the foundations like ABS-CBN Foundation, GMA Foundation etc. help the people who suffer in Mindanao and in places that are affected by typhoon Sendong. Most of the dead are women and children. The mass graves are being dug for casualties, survivors continue to ask for the help. In terms of global sales of high-tech goods and components in the wake of the financial crisis, the Philippines and other Asian exporters have continued to grab market from the West. The country leapfrogged over developed economies Ireland and Sweden to 17th place in the 2009 export sales rankings for the information and communication technology or ICT goods, data from the UN Commission on Trade and Development showed. Base to UNCTAD data, the Philippines sold $13.997 billion worth of ICT goods in 2009, down 7% from 2008 however still managing to grow its market share to 1% from 0.92%. The performance tracked that of Asian economies in general which accounted for 66.3% of 2009 global ICT exports.
The UNCTAD said that the supports recent finding that the global financial crisis has led to significant shifts in world trade of ICT goods towards Asia. The seven of the top ten exporters are Asian economies. The shift came as a decline in ICT export sales in the West became much more pronounced.
For instance, the ICT exports dropped by more than half in Portugal and Finland, by 36% in Ireland and by more than 20% in the Czech Republic, Germany, France and Sweden. The United States and Japan also saw sharp declines.
Ernesto B. Santiago, SEIPI President said that the Philippines lead could have widened in 2010 as its electronics exports sales urged while the rebound in the West was weaker. SEIPI also said that sales could have grown by at least 39% to over $31 billion and grow by another 10% in 2011. The increase in several Western countries was slower. He said that they were stronger than them. The Asia become the primary destination for manufacturing. The companies are revisiting their strategies.
